Each folder/number represents a different one. To find them, go to your Steam folder Then go to: steamapps\workshop\content\1127400 (1127400 is the ID of Mindustry) If you open this folder you will see all the downloaded mods.

It’s a Github UI limitation – while the jar itself is uploaded unzipped, there is currently no way to download it as a single file. Mods you download from the Steam Workshop are on your computer.
